Filton, Shield Retail Centre – Development of student accommodation for 99 students

Pending S106, the development of student accommodation has been permitted on the site of a former Brewers Fayre pub at the Shield Retail Centre in Filton, South Gloucestershire. PEP was originally appointed at the feasibility stage to redevelop the former South Gloucestershire Shield House College building to the retail park which is present today, and with each subsequent Phase we have considered a number of feasibility options considering layout, traffic, parking and servicing. We were able to confirm that the latest proposals would not have an impact on the operation of the wider retail park in terms of traffic and parking.

We went on to prepare the Transport Statement for the planning submission and worked with AWW Architects on the internal layout design. There followed detailed discussions/negotiations with South Gloucestershire Council to agree principles of travel planning and management measures at the site. With concerns addressed on parking, planning permission was granted unanimously.

Experienced in retail developments

At the feasibility stage for this current project, we used our experience of working with retail park developments and history of the site and local vicinity to determine the area of development possible, calculating future car parking demand for the retained site and whether servicing could be achieved. We have worked on a number of houses in multiple occupation parking studies in the area and aware of the local issues.

Experienced in student accommodation schemes

During the planning application our student accommodation scheme experience was utilised to the benefit of the scheme. As a result, we were able to agree scope of Travel Plan measures, suitable for this type of use.

Student flats for University of West of England

The scheme comprises a five-storey block of student flats with 99 beds for the University of the West of England, along with two ground-floor shops or restaurants. 100 cycle spaces have been included in the scheme.

Shield Retail Centre, Filton

The Retail Centre is a well established shopping destination, comprising 60,000 sq. ft. of trading space. It’s made up by a mix of convenience and destination occupiers including Home Bargains, Snow+Rock, Farm Foods, a 63 bed Premier Inn and KFC drive thru restaurant. There is free on time limited site parking for 255 vehicles.

Our Planning Application support takes many forms including Transport Assessments, Travel Plans, Environmental Statements, Design and Access Statements and Design Codes, and input into BREEAM assessments.

In addition, our team can undertake all necessary site layout planning, junction and road design, parking and servicing strategies, detailed access and road design, discharge planning conditions, and traffic management.
